The English Center
At a Glance
The English Center (TEC) is part of the Miami-Dade County Public Schools. It was established in 1962 as a special center for English instruction to address the needs of the large numbers of refugees arriving at the shores of South Florida. The growing population surrounding the center needed CTE training to compete in the workforce. TEC then embarked on its quest of offering quality CTE training.
TEC is a full-service adult education center and technical college that offers career/technical education and Adult General Education programs on a full-time and/or a part-time basis.
The English Center (TEC) is a Public institution located in the Non-Florida region of Florida. TEC has National Accreditation and is affiliated with Hispanic Association of Colleges and Universities (HACU).

The English Center offers programs that lead to the following types of degrees:

- Career Certificate in Facials Specialty
- Career Certificate in Cosmetology
- Career Certificate in Heating. Ventilation, Air-Conditioning/Refrigeration (HVAC/R) 1

In a typical calendar year, approximately 6,000 full and part-time students attend The English Center with 425 enrolled in CTE programs. Overall, seventy-five percent of our students are ranging between the ages of 16-50, making them viable workforce clients. Currently TEC serves a unique student population composed of approximately 96% Hispanic, 2% Black, and 2% White.

The financial aid programs provided at MDCPS make it feasible for students who would normally be deprived of a CTE opportunity due to lack of funds to obtain the training they desire.

M-DCPS post-secondary institutions subscribe to the following:
- Financial assistance could consist of Federal Financial Aid Pell Grant, Florida Public Post-secondary Career Education Student Assistance Grant Program (FSAG), Florida Work Experience Program (FWEP), District Financial Aid Program (DFAP), Fee Waiver Program, and scholarships which may be offered to students in a single form or in various combinations which is called packaging.
- Financial assistance is meant to supplement the efforts of the student and/or the student’s family.
- Both the student’s family and the student are expected to make a maximum effort to assist with post-secondary educational expenses. This is referred to as Expected Family Contribution (EFC).
- The total amount of financial assistance offered to students shall be limited to the amount of the educational costs that are greater than all other resources available to them.

Any person 16 years of age or older, officially withdrawn from the K-12 program in Miami-Dade County Public Schools, may enroll in programs offered through TEC.

Admissions Policy
Students may transfer from one program to another program within the institution or from other institutions by obtaining the recommendation of counselors and instructors.
CTE students who enter programs of 450 clock hours of instruction or more must complete a basic skills examination. The following exemptions apply to students who:
- possess a college degree at the AAS level or higher;
- entered 9th grade in a Florida public school in the 2003-2004 school year, or thereafter, & earned a Florida standard high school diploma;
- are serving as active-duty members of any branch of the U.S. Armed Services shall not be required to take the usual placement test & shall not be required to enroll in developmental education;
- pass a state/national industry certification or licensure exam as delineated in the Basic Skills Licensure Exemption List & aligned to the CTE program in which the student is enrolled;
- enrolled in an apprenticeship program that is registered with the FLDOE;
- has disabilities may request testing accommodations, if they provide written documentation verifying their disability or may be exempted from meeting the basic skills requirements.
Most career/technical education programs are offered on an open-entry/open-exit, performancebased model, allowing students to enter a program anytime during the term, as space becomes available, to show progress according to individual abilities, and to receive a certificate of completion as the required Occupational Completion Points (OCP’s) are mastered. When all course competencies are achieved and basic skills and/or industry certification requirements are met, a program completion certificate is awarded.

- The campus bookstore is available for your convenience, offering a variety of textbooks and workbooks.
- The media center allows students who are currently enrolled to research academic subjects, to access information on current events and to review reference materials for school projects. It is located in Room B-5. In order to use the media center, students are required to provide valid student identification. The media center staff can assist students with logging in to computers, accessing their student portal, and using online resources.
- Our computer technicians are also available to provide students with technical support as needed.
- Vending machines and microwave ovens are conveniently located across from the “B” building in the dining courtyard. A variety of snacks and cold beverages are available for purchase.
Returning Students (as of 2024)
Registration is open one week earlier for returning students. This provides students the guaranteed registration to their continued program.
